NetLab UFRJ Presents Recommendations to the TSE on the Regulation of Electoral Advertising ahead of the 2026 Elections

Last Thursday, February 5, NetLab UFRJ’s Research Coordinator, Débora Salles, presented the laboratory’s recommendations for regulating electoral advertising in the upcoming 2026 Elections. These contributions are made towards updating the rules of the Superior Electoral Court (TSE) and aim to strengthen transparency and the integrity of the democratic process in the digital environment.


NetLab UFRJ’s recommendations are organized around four central pillars: transparency of digital providers and platforms; boosting of political-electoral advertising; moderation of content that may compromise the integrity of the election; and the use of generative artificial intelligence technologies.


Recent research conducted by NetLab UFRJ indicates that digital platforms have become permissive environments for irregular advertising practices and political manipulation strategies, including the automation of fake accounts, distortion of engagement metrics, dissemination of advertising with no auditing, and the mass spread of false content generated by AI.


In light of this scenario, on January 19, 2026, the TSE released draft updates to Resolution No. 23,610/2019, which governs electoral advertising in Brazil, opening the process to contributions from civil society. These contributions were discussed during public hearings held on February 3, 4, and 5.
