NetLab UFRJ’s Contributions to the Basis for Regulating Digital Platforms in Brazil

NetLab UFRJ presented contributions to the public consultation launched by the Brazilian Internet Guidance Committee (CGI), which proposes the principles for the regulation of digital social media platforms in the country. As an academic laboratory focused on research into disinformation and the impacts of digital platforms, NetLab UFRJ brought together evidence, diagnoses, and recommendations based on empirical investigations conducted over recent years, seeking to defend the public interest and strengthen informational sovereignty in the digital environment.

The proposals presented address central issues such as national sovereignty, freedom of expression, information integrity, transparency, platform accountability, and multistakeholder governance. The document emphasizes the need to move beyond the current self-regulatory model and to hold platforms accountable for their content moderation, recommendation, and amplification systems. It also proposes measures for strengthening data transparency, creating legal obligations for accountability, and supporting the production of independent knowledge by researchers and public institutions.

Based on the understanding that digital platforms operate as influential political and economic actors in the public sphere, NetLab UFRJ advocates for regulatory instruments to be created which can ensure informational integrity, protect users’ fundamental rights, and guarantee that decisions made by these companies are subject to public oversight. The contributions presented in this consultation reinforce the laboratory’s commitment to the development of evidence-based public policies aligned with democratic principles.
