The Policy Brief “The economic impact of platform transparency: Ad regulation for the construction of inclusive digital markets”, proposed by the Laboratory for Internet and Social Network Studies at the Federal University of Rio de Janeiro (NetLab UFRJ) in partnership with researchers from the USA, Ireland, Thailand, in addition to Sleeping Giants Brazil, was accepted by T20, a G20 working group that brings together think tanks and research centers from different countries. Participating in the initiative are Marie Santini and Débora Salles, from NetLab, Humberto Santana Ribeiro Filho from Sleeping Giants Brasil, James Fitzgerald, from Dublin City University (Ireland), Ayse Deniz Lokmanoglu, from Clemson University (USA) and Janjira Sombatpoonsiri, from Chulalongkorn University ( Thailand).
The aim of T20 is to provide innovative ideas and recommendations based on scientific evidence to G20 leaders, taking into account the priorities included in the agenda of the G20 Summit, which will be held in Brazil in 2024. T20 studies and reflections cover a variety of themes, such as digitalization, the global economy and issues related to the environment.
Transparency of platforms and advertising regulation
NetLab UFRJ's proposal is about the transparency of digital platforms and the problematic relationships between Big Techs and digital advertising. Social networks use their algorithms to segment the target audience for advertising based on their interests and online habits, generating profit from the data collected. The lack of regulation of this advertising generates inequalities and even risks to democracy. The objective of the policy brief is to recommend transparency mechanisms and means of access to data generated by digital platforms.
T20 in Brazil
Following the principles of inclusion, representativeness and effectiveness, T20 Brazil will seek to involve a large number of Brazilian and foreign think tanks, particularly welcoming African Think Tanks, and have a broader impact on the G20's official political processes.
It will also build stronger ties with other engagement groups so that recommendations and policy options produced as part of T20 Brazil discussions reflect a comprehensive understanding of the issues at stake and enjoy greater support and legitimacy.
"Bringing experts to discuss scenarios and gather evidence, assessments and indicators are activities that we already carry out. This work takes on a larger scale because we are now discussing how we are going to organize this together with different think tanks", said the president of Ipea, Luciana Servo , during the installation ceremony of the T20 Brazil committee
